The top floor of the Sakai City Hall is a galleried lobby that provides a 360 degree panoramic view of the city from 80 meters above the ground. It's free of charge. The observation lobby is a popular spot from which you can see the Rokko Mountains, Kansai International Airport, Mt. Ikoma / Kongo, Osaka Castle, and so forth. Sakai, which is the site of a hidden history including one of the world’s three great imperial mausoleums, the Nintoku-ryo Tumulus (Daisen Tumulus), unfolds before your eyes. It is also a good place to relax over a cup of coffee. Sakai City Hall is 5 minutes walk from Nankaikoya line Sakaihigashi station. From Abikomae station to Sakaihigashi station is 10 minutes.

Sakai city hall has 21 st story building and the top floor is open to tourists for free of charge. You can see the entire view of Osaka area. Open till 9pm. There are volunteer guides who can explain about the history of Osaka.
