For public transit to the area, NJ Transit to Port Jervis is your best bet.

NJ Transit line to Port Jervis. Train station behind the Burger King just over the bridge from Matamoras

Train service to and from Penn. The bus is normally faster but I find the train more relaxing. Also stops in Middletown and Otisville which are a bit further to drive but reduce door-to-door time.
