Vieques used to be called the Golden Cup for it's riches from it's sugar plantations. Ruled by the Spanish, French, Dutch, British and United States. Transportation has always been faulty. Also with roots from the Navy days in which they vouched not to allow Vieques to become a tourism mecca. Driving around the island can be an experience by itself. You can get lost for a while but soon will reach a familiar road or spot. Vieques is 5 x 25 but in reality it is 1/3 of that since the US Navy keeps the rest to itself and deprives the island form economic development. Our roads are narrow, so please be careful for coming cars or horses. Observing many unfinished houses as you drive is a typical scenery for the island. The reason? Big question...some say due to economic hardship others to cultural background....the truth is that you see this all over the main island also. Drive carefully, horses roam free yet they are not wild, no such thing as a black stallion to capture. Roaming horses have become an issue as well as a tourist attraction. When the US Navy reorganized Vieques communities in the 40's the people could not bring their horses with them so they let them grazing on the "new US Navy land". This has been going on for more than 6 decades. Now with a bankrupt government enforcing the law, capturing the horses has become an economic impossibility. Stop and have a beer in any rural colmado, all are safe and full of friendly people. Watch out for little golf carts on the road, our newest nuisance, often driven by children and their irresponsible parents. Drive to the airport road and to the bunkers, the Ceiba tree, the radar in Playa grande.
