Travel by car is normally the easiest and most convenient.

High season (mid June - to mid September)
Tarifa and and also the parking areas at the kite spots around Tarifa is very crowded. It might be easiest to travel by public transport or take a shared ride with kite schools/groups. Or just stay in Tarifa and enjoy the crowed without a car.
